Be sure you are working in the right file. You can tell which file is active because the blue bar at the top is darker. If you were to try. to view layers and accidentally be active on the photo, you'd see nothing but the background layer of the photo. (see how the background has the eyeball showing and the borders file is all black? That should be unclicked.
